heres what you need to do. Set your Apple TV up on the "normal router" that does not have Internet but does have a wifi connection/signal. Go to settings and MAKE SURE.....Airplay settings are: 1 on 2 conf room oN ------5 security off
after that....hopefully you have a mobile device (iPhone lol), heres what u do in the phone settings.....make sure you are NOT connected to ANY wireless network, but turn it on, and also turn blue tooth on...and VOILA
now because Safari is sketchy....there is a better app (my referal) which works much better because safari is kind of sketchy. I'll wait for your next response

It seems that the one major issue is that you can not authorize the Apple TV (it won't accept the apple ID and password) during the set up process unless the Apple TV is connected to the internet. Since I don't have internet service that is not an option. Should have read the product description and specs more carefully before purchasing.
You seem to be absolutely correct. I was wondering, though, if it would be possible to use someone else's internet service to set it up then use it at home without the internet. I don't have internet and just want to use it to access my iTunes library, view photos, etc. from my computer and iPhone.

Yes. After setting up my TV, I unplugged the Ethenet connection, and I can stream via AirPlay without any network connection on either device. Just take it to a friends house and set it up on their router.
Only thing that you won't be able to stream is iTunes purchases as they need to ping server for verification
Ah, wasn't aware of that, but that's probably because the way I'm using the TV, there's no wifi network to connect to, but my iPhone which I'm streaming from does have an LTE connection, so perhaps that's how it's receiving verification from the server?
Yes, if you're using peer to peer AirPlay on your phone then it would be using the cellular network to verify. Keep in mind that if the content isn't stored on the phone that it will be using data to stream
