You can send such messages from your iPad through your iPhone if you have FaceTime activated and Settings > Messages > Text Message Forwarding turned on for your iPad.

Wednesday I was sending text messages to non-iPhone users, downloaded iOS 8.2 to my ipad only, and can no longer do so. The error message says mms mmust be activated to send the message.

Mar 20, 2015 4:03 AM in response to SGShermanby Demo,Jim is telling you that you have to turn the setting on in the iPhone settings in order to be able to send SMS messages on the iPad. He states tthat it must be turned on FOR your iPad, not on your iPad.

Mar 21, 2015 6:06 AM in response to Demoby SGSherman,Thanks. The setting was correct on the iPhone, which was confusing to me. I turned it off then back on and it connected to the iPad, so it's working now.
