Welcome to the Apple Support Communities!
I understand that you are curious about a few aspects of payments with Family Sharing. To address your questions, you can use either a credit card or debit card as your primary payment method for iTunes. Each user can at that point add a gift card to their individual accounts if they would like to pay for the charge that way. Please refer to the attached article for more information.
Family purchases and payments - Apple Support
Setting up Family Sharing
When you set up Family Sharing, you'll be asked to confirm that you agree to pay for purchases initiated by the family members you invite and that you have a valid payment method on file. Valid payment methods for setting up Family Sharing include credit cards and debit cards. You can change the billing method on file in your account at any time in your iTunes & App Store account settings.
Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.
Have a great day,
Joe

Jan 24, 2016 2:32 PM in response to joe_7399by EaglesRulefan1,Why can't we use iTune gift cards to,setup family sharing. The are numerous examples on the internet where Apple failed to use the family members iTunes gift card balance and instead used the sponsor's credit card.
I Would love to use family sharing but I am not giving Apple my credit card info.
