Apple has put multiple mechanisms in place to help you prevent unwanted purchases, but you are ultimately responsible for the actions of your children.
If you talk to iTunes store support, they may agree to refund your money. They will only do this one time. If it ever happens again, you will have to pay.

Nowadays people complain even about small charges like $2000 or $5000.
I my case Apple can take all the money from my credit card I simply don't care.
