Lost iPad, iPad found and removed from iCloud. What?

Hey guys,

So I was in NY a couple of months ago and I lost my iPad. I putted it in lost mode and offered a reward.

About 30 minutes ago I got an e-mail saying it was found. Yeah... That person activated the iCloud alarm, was able to cancel it, get into my icloud, delete the iPad from there, change my password, get into my e-mail and delete all icloud related e-mails.

This is a major failure. What should I do?

I believe I got his IP from accessing my e-mail account (Jamaica (216.10.219.67))

Is there any way of tracing it again? Can Apple do anything else?
