Storage is full. w/o any photos, texts, voicemails, videos, music, or apps downloaded

I Have recently run into the pop up on my iPhone notifying me that my phone was almost full. Much to my surprise I did a little bit of digging only to find out my phone was using empty space.. heres what I mean. I deleted everything you can delete from your phone! I'm not sure if I should visit a Apple Store or just reset my phone.

*Note* Photos and Video are stored on iCloud and deleted from the phones albums and camera roll.
