I cannot click lock to prevent further changes in Users and Groups, and Security and Privacy.
After changing my Full Name in the Advanced Settings of the Admin account I've had this issue. Restarting doesn't help, also deleting 'com.apple.HIToolbox.plist' didn't help like suggested in other forums.
Please help.

I apologize, I'm a bit unclear on the exact issue you are describing. You would need to unlock the setting to change the Full Name, but relocking afterwards isn't noted in the steps outlined in the following article:

Are you unable to click OK, and/or do the made changes not "stick"?
