You can easily restore it using iTunes. You will not, however, be able to activate it after doing so without a SIM.
If he wipes it out and needs to Restore it then he will need a SIM or it will not restore.
Well like I said by design yes you are correct. However, their are tools that will "Hacktivate" the device I just didn't want to promote a 3rd party, non-Apple approved tool/software.
WIth that being said I can understand why someone would want to activate it without a SIM (Let their kids use as an iPod, browse web, etc). And to the OP you can use any SIM as long as it's from the carrier the phone is locked to it will work. It doesn't have to be an active SIM.
I actually wasn't responding to you. Only some of the jailbreak options will work with phones that are factory erased and have no SIM, if it is a 3GS with an overwritten baseband none will work. Not sure why it is worth mentioning. Also you can restore it even with a SIM from a different carrier.
