How can I have FaceTime with my mother, she has an iPhone 4 without service but she has wifi. Every time I tryto do FaceTime to her email a message comes up that says she's not available for FaceTime.

How can I have FaceTime with my mother's iPhone 4 that has no service but she has wifi and the phone is paid for, I have an iPhone 5s and an iPad Air 2, every time I try to do FaceTime with her a message comes up that says she is not available for FaceTime? I was told that I could do FaceTime or AudioTime through her email.

iPhone 4, iOS 7.1

Does she have FaceTime setup and enabled on her phone? Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support

I have it set up on both of mine and I know she has the app what I would have to check is if it is enable in hers, although prior to the cancellation of service she used to be able to make the calls, my concern is why I can't which is possible that it needs to be enable. Thank you!
