Q: Unable to make calls - HELP.....

My phone will not allow me to make outgoing or receive outgoing calls,I'm getting an automated message saying the numbers im calling are restricted.

Im currently abroad and it was working fine but suddenly gone off.  I have tried to switch carriers but that is also not working.

Any ideas
