cellular ipad mini 3 gps not working

I have the ipad mini 3 4g and the gps does not work. I use copilot navigation for cars. Do I have to insert a SIM?

I don't have the cellular version so I'm on a bit of thin ice here. I don't believe that you need a SIM card. The GPS circuitry is on the cellular chip already in your iPad.

Does "Location Services" work? Try something simple like "Find my iPad."

Well, just like I was expecting. I just inserted an old SIM card to it and boom! Gps started to work. I think they want to use a SIM card to enable the gps signal on ipad but there is nowhere mentioned. I had the same issue on the very very first ipad but I was not sure if it is going to wiork just by inserting the SIM. It would be nice if someone officially accepts that issue with Ipads.
