I installed Crucial 16 gb and the Mac runs just fine but Windows won't start. It gets to the login screen then it turns white.

If the Mac is able to run OS X with the RAM, the RAM is good. The problem with Windows is something else beside RAM. You are going to have to start troubleshooting the Windows to find out why it will not run.
Yes, Mac runs fine. I started troubleshooting windows but it seems as it was hanging because it continued forever almost. How long can this take ?
When I insert my default 4gb ram it works fine again.

My experiences are contrary to this. Kingston, PNY, Mushkin have caused lots of issues. Samsung, Hynix, OWC, Crucial (to a large extent) are much more reliable. The Macs are very fussy about RAM, and if they are not the exact specification match, they can cause problems.
W7 32-bit cannot address more than 4GB or RAM.
Loner T asked you a question which you have not answered. Windows 32 bit can only use about 3.5GB of RAM. You will need Windows 64 bit to use all your 16GB RAM.
Regardless, Windows 7 should run with 16GB of fRAM installed if the RAM works with OSX.
if you are not going to play games you would do yourself a favour just installing windows in a virtual machine like free virtualbox or comercial parallels vmware or the likes
I decided to make another try today after some reading and googling the internet.
I started windows with my old 4GB memory and changed the bootconfiguration with msconfig. I typed manually in max memory tp 16384 MB and saved the settings. Then I turned it off and inserted the 16GB ram again. Then it started really but when looking at the properties of my computer it says 16 GB installed but I can only use 2,16GB. So I opened msconfig again and changed the settings once more and restarted. Now it says 16GB installed but I can use 14,2GB so I guess it is ok now for some strange reason. I suppose the lost 1,8GB is for the system ?? Do I dare to turn it off again :-) what will it say next time ?

Change your msconfig settings and set it to zero, and uncheck the box. Run an SMC reset - Intel-based Macs: Resetting the System Management Controller (SMC) - Apple Support and test.
