After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card.

Yes, but not the way you think. Take your credit card to a retailer and buy an iTunes gift card. Redeem the gift card to your account so that you have a credit balance. Then, as described in the article provided by KP, purchases on your account will go against your credit balance, not against the Family Organizer's credit card.
