Follow these instructions, or thesefor OS X 10.8 or earlier.
Thanks for the answer, but I think that this isn't the issue. At this moment, I'm reinstalling OS X Yosemite before erase and format my disk and the fans continues working all along and the performance is still slow.
The fan is always working. It is a question how fast for the given set of circumstances. If your MBA is getting hot, download from the Internet iStat menus:
http://bjango.com/mac/istatmenus/
Set Activity Monitor to ALL PROCESSES and CPU to display values from high to low. When the MBA is hot, open both and you should be able to identify the heat causing culprits.
Also it may help if you ran the Apple Hardware Test which may provide a clue:

Note that an error free AHT is not definitive.
Ciao.
Thanks to all for the answer, finally I've passed the AHT, it showing an error of a temperature sensor. I've cleaned the fan and put new silicon heat in the chipset. Now the problem it's solved.
Cheers.
