Why does customizing a radio station fail so often?

I have tried for months to create the perfect 80's alternative station and at some point it always starts playing newer music or music that's nothing to do with alternative or 80's. I continually try to choose "play more like this" and then "never play this" but it fails more often than not. Too bad.
