No, but you will first need an Internet connection to download and install AirPort Utility on the App Store on iTunes - Apple
on the iPad......before......anything else can occur.
After that, an Internet connection is not needed to set up the AirPort Extreme and not needed to set up the printer. This assumes that your printer will not need firmware updates or other downloads that the manufacturer may specify.
We assume that you have a current "tower" version of the AirPort Extreme, correct? If not, which version do you have? Look for the model number on the bottom of the device. It starts with an "A" followed by four numbers.
The AirPort setup process is tricky, since you will need to "ignore" at least 3 error messages about not having a WAN port connection, not having an Internet connection and not having a DNS server connection. Frankly, this is not easy for most users, so you will need to be patient and willing to repeat the setup that we provide a few times, if needed.
Finally, we will probably not be able to help much at all on the actual printer setup, since there is about a zero chance that we will have the same printer that you have. It is possible that additional assistance from other users will be needed to set up the printer.
The bottom line here is that what you ask is possible, because we have done it successfully. But....and this is a big BUT.....the fact that we have done it does not mean to imply that you will be able to do it with your equipment.
