Q: Since I upgraded my iPad to 8.2 I can no longer send a message to a non Apple device.  When I turn off iMessage the login screen will not close until I enter my password. What is the solution?

And you have SMS/MMS turned on?

Have you tried signing out of Messages and then back in again: Click on Send & Receive, then on your Apple ID, then on Sign Out. Then sign in again, make sure the SMS/MMS option is turned on, and try again.

Check that your iPhone has text message forwarding enabled for your iPad.  If it does, you could try turning it off then back on again to see if that corrects the problem

On your iPhone go to Settings->Messages->Text Message Forwarding ...check that your iPad is listed and enabled.  Both devices need to be running iOS 8.x

i I had the same problem after updating. My phone DID have the forwarding turned on but I had to turn it off and then back on again. I then had to enter a code into my iPhone that appeared on the screen of my iPad. Now it works again. Never had same problem with previous updates.

An iPad cannot send SMS messages since it is not a phone. IOS 8 permits iPads to send such messages but only through an iPhone which is configured to do this.

The code appeared on my iPad immediately after I turned the feature off the on again on my iPhone.

I was having the same problem except it was because I had recently upgraded from an ipad 2 to an ipad air.  I tried what you recommended and it worked instantly!  Thanks so much for solving my problem!
