I have an iPad 2 WIFI + 3G, the cellular data option is not present in the settings. I tried restoring, reseting, nothing worked, however I just noticed that in iTunes it shows up as iPad 2,1 but according to the model number A1396 it should be iPad 2,2.
How can I fix this?

It's second hand iPad we just bought.
Does it have the plastic rectangular are at the top back of the iPad (vertically)? This covers the Cellular Antenna.

Where are you getting the Model number from? The case back? or Settings > General > About > Model? Try using the Settings model number in a Google Search
