is there a way of have the ringtone for reminder to go off like every couple seconds or reapeat until you turn it off? I have an iPhone 5 16gb with IOS 8.2. I checked the settings and everywhere in the reminders app. did I miss something in there or not?

No, that is not a feature of the Reminders app. You may find other apps in the App Store that will do what you want. Take a look at "Alarmed" to start with.
