I want to pay for music purchase with credit on my account. When I attempt to purchase I am asked fro credit card information. Will the cost be deducted from the amount on my account rather than my credit card? If not how do I use the credit?

You are buying music for yourself, not trying to gift it (gifting can't be done via a balance, only from a credit card) ?
What exactly do you see when trying to buy the music (e.g. what messages show), and is this the first time that you've tried to use the account in the store ? If it is the first time then unless the instructions on this page are followed when creating an account : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Suppor…
then credit card details will need to be entered before the account can be used to download any item from the store - you should be able to remove the card after entering it, it shouldn't be charged (apart from potentially a temporary store holding charge which your card issuer should remove within a few days or so).
