If a lost/stolen iOS device is restored to factory conditions by the finder/thief and assigned to a new Apple ID, will it still show up under Find my iPhone for the old Apple ID? (I've looked quite a bit to find the answer, but no luck)
If Find My iPhone was enabled on the phone, the thieves will not be able to set up at all should they try to restore it. If Find My iPhone was never enabled on the phone, the thieves can set it up however they like and there will be no way to track it.

If the phone is connected to Find My iPhone, it is using iOS 7 or later. So, effectively, the OP did give some information about what iOS they were using.
