I can't see SMB shares in the Finder on client machines. I can use the Connect to Server command and connect. If I enable AFP in the File Sharing options, then they show on the client. Is this normal behavior?
I'm using Yosemite 10.10.2 and Server 4.0.3.

Check if the NetBIOS protocol daemon (netbiosd) is running both on client and server.
You can use Activity Monitor or the command line. In Activity Monitor be sure that View -> All processes is toggled.
It is running.
I happened t notice that I didn't have this issue on a different machine that was bound to my open directory server. On the machine in question, I couldn't get it to bind. But when I forced the Open Directory to require binding by following this tip, the machine could and the share was present.
