Messages do not use Cellular minutes. Only voice calls use minutes.

Messages may use Text Message allowance which in most Cell plans is as a specific number of free SMS messages you can send.

iMessages (to Apple devices registered with iMessage) over Wifi do not use text message allowance or cellular minutes.

SMS messages to non Apple devices will still consume Text Allowance even on Wifi.

SMS will appear green in the messaging App, iMessages will appear blue.

You may want to contact your cell carrier for specifics of cell plan. i.e. Text Message Alowance, and the difference with Cellular minutes.
