How can I turn on in-app purchase on on iPad?

How can I turn on in-app purchase on on iPad? When I to the restriction and I enable the restrictions, but I cannot slide "In-App Purchases" to the right. What can I do? Thank you.

iPhone 5, iOS 8.1.2

Hi Go to itunes bottom of page click on your Apple ID sign in to manage Paid subtractions . Cheers Brian

When I do it, a msg pops out and shows "your apple ID isn/t enabled iTunes." I cannot slide iTues and in-app purchase from the general restriction. Any other suggestions? Thx.
