My iPhone 6, running iOS8.2, on the AT&T network has suddenly started dropping incoming calls. The phone rings once and then goes right to voicemail. Do Not Disturb is not on. Any thoughts?

No. I suspected it was handoff, so I turned that off on my phone and desktop. Didn't help. I have a micro-cell in my house and switched that off. Still no help. It's driving me crazy.
Do you have your phone connected to FaceTime for desktop or iPad? I was having this same issue and noticed the FaceTime app on my OS X desktop was hung. I had call notifications on there (with the accept / decline button) going back 2 days.
When I did that, calls started ringing like normal again.
