You need to supply the password to the iCloud account that the device is Activation Locked to.
If it is your iCloud account, go to Manage your Apple ID and click on "Reset Passwod": Apple - My Apple ID
If you do not remember the answers to your Security Questions, then contact Apple Support to have them reset:
