I tried downloading apps and it just keeps saying waiting and not downloading and i restarted my ipad and still the same
what is wrong
iPad 2, iOS 8.2
could you have a download that's stalled? Perhaps a book or music?

Download one app at a time. Click the others that are waiting, etc. to get them to a "Paused" state. Download exactly one app. When it finishes, start the next.

That's extremely unlikely ... unless you're at the very edge of running out of iPad storage.
Check Settings > General > Usage > Manage Storage. Make sure you have at least 10% (hopefully 15% or more) of your iPad's storage space free.
