There is something wr

My problem is that when I try to use my Apple id for downloading a free app for the first time, it asks me to review my account. But when I choose the Amex for the payment and fill all the blanks but it does'nt work. Nothing happens. What should I do?

iPhone 6, iOS 8.2

Try to select None. Save it. Go back to your Apple ID, through settings>Apple ID and go through the payment information and try to add it again.

Also, is this for ApplePay or purchases through the App Store?
