Is it possible to activate facetime Mac bought in U.A.E

Apple products in United Arab Emirates do not have Facetime activated by default from Apple.Since my job in U.A.E is finished and I live in Norway I am unable to activate Facetime .My question is therefore is it possible to install facetime in order to get it to work???
