iCloud Photo Library (Beta) is consuming all my iPad storage.

When iCloud Photo Library (Beta) is enabled in iOS system prefs, my iPad Air is force-fed ALL available photos in my iCloud Storage (17,000+), consuming all available storage on my iPad. 😟

Doesn't iCloud Photo Library (Beta) offer the ability to sync select Albums, photos, and videos?
