I selected that I did not want Top Sites to remember my history when i first updated safari. Now i want to let Top Sites access my history. I don't know how to do that.

I apologize, I'm a bit unclear on the exact action your are describing. If you mean that you set Safari such that new windows and tabs do not display the Top Sites options (based on your browsing history), you can change that in Safari > Preferences > General, as outlined in the following article:
