I bought a new mac-mini and transferred the files from an older mac-mini. Some (not all) of those files are scrambled, listed in my library, but not accessible. How do I (re)download music I have purchased in the past from I-tunes?

Find the music in the iTunes Store and download them again.
It depends on if the items are still available in the store - sometimes items are removed so you can't always re-download them.
In iTunes Preferences > Store, check that 'Show iTunes in the cloud purchases' is enabled.
Now you should have cloud icons to click to get these files again.
The albums are listed as purchased for this computer in the I-Tunes store. I can find no way or information on re-downloading these albums. Any suggestions?
I did not store these items in i-cloud. They have been on my computer and my backup drive doesn't have them either. When I enabled the i-cloud I didn't get any i-cloud information or icons; so no downloads. Any suggestions other than to repurchase the albums?
You didn't have to store any of them in the Cloud. Are you sure you are logged into the same Apple ID you used to originally purchase these songs? If you go into the iTunes Store, search for any of them and click on purchase it should tell you that you have already purchased the item ask if you want to download it again.
You need to sign in to the store to have the items show up. If you have done that iTunes should show past purchases for the Apple ID
You can also select the store in iTunes, click your account name, sign in.
There should be a 'purchase history' section. Click the 'See all' link to view the past items.
Sadly these items do not have download links, however you may be able to work out if these items were purchased in your iTunes account.
