Ipad Mini Problems (I know, what a shock)

My Ipad Mini (had it less than a year) completely died the other night and now it connects to wifi but its unusable, and will not recognize my icloud account.
I have reset it multiple times and still nothing helps. I don't have a laptop handy to sync it and this is getting very frustrating.
Going on day 3 of not being able to use this darn thing! The clock is wrong and nothing I can do will let me manually reset it, none of my apps work basically I have an expensive paperweight right now.
