There is no space in the icloud (mail problem)

I had a large amount of spam. Now I have no free space.

I was forced to buy more space charge, because I can not delete the mail. After removal through an Outlook icloud space not increased. Why do I have to pay for it !? Correct the situation please! I need to remove the post office to return to the free service.
