I understand that your iPad is acting in a way that is not expected. If restarting has thus far not helped resolve your issue, there are other steps I would recommend.
First, back up your iPad to either iTunes or iCloud for safety.
Back up and restore your iPhone, iPad, or iPod touch using iCloud or iTunes - Apple Support
After the back up has been completed, I would suggest placing your iPad in recovery mode manually and performing an update. This will reinstall the iPhone Operating System without erasing any of your data.
If your iPhone, iPad, or iPod touch doesn't respond or doesn't turn on - Apple Support
- Make sure that you have iTunes 12 or later on your computer.
- Put your device in recovery mode.
- When you get the option to restore or update, select Update. This will reinstall iOS without erasing your data.
