You must have a SIM card in the phone to activate it. You can remove the SIM once it is activated. It does not have to be a working SIM, but it must be for the carrier the phone is locked to. It might be easiest to borrow a SIM for a few minutes.
my phone is from canada and i dont have the sim
Then there is no way for you to activate or use it at all. If it's carrier locked, you must have a valid SIM from the carrier it's locked to. Only the carrier it's locked to can authorize unlocking it.
Then the phone is useless to you.
