Depends what you mean by "safely." Start by running an Ethernet cable from a LAN port on the U-verse router to the WAN port on the AEBS.

Power off both the Uverse router and AirPort Extreme. Power off order is not important.
Locate the AirPort Extreme no closer than 4-5 feet from the Uverse router
Connect an Ethernet cable from one of the four LAN <--> ports on the back of the Uverse router to the WAN (circle of dots) port on the back of the AirPort Extreme
Power up the Uverse router and let it run a full minute
Then, power up the AirPort Extreme
Anytime you want. It won't do any damage to either box.
Do no harm
