iCloud not deleting sync data

So I have logged into iCloud.com and deleted everything there, I have deleted everything I could from the iCloud control panel and then turned it all off, but it doesn't seem to be deleting the sync data itself for bookmarks, email accounts, etc. How do I wipe iCloud completely and start over fresh? Also I look at the space I have available and it says i am using 11 megs in documents when I don't have anything saved anywhere.
