Ipad mini can't find (public) networks

Hi all,

I was given an Ipad mini (first gen) and was hoping to use it for my work.

I would like to use it in my train travels, but it can't find public wifi networks. At my home, i have no wifi problems, at least downstairs, upstairs no connection or very seldom. On my phone, the wifi networks are very clear with a strong 4-5 bar signal.

Can someone help me with this problem?
