Personal Hotspot - iPad

Devices are only able to connect to my iPad when I am physically in the Personal Hotspot tab? Is this correct? You would think having Personal Hotspot 'On' / Enabled would be enough regardless where you are in the iPad? (Once the device has successfully connected I may navigate away with disconnection etc.)
