iCloud photo library not downloading on iPhone 6

I had exchanged my iPhone for a new one at the apple store... using iCloud photo library. But on the new phone it has only downloaded about half of the library and seems to have stopped. I have it set to "Optimize iPhone storage", and have plenty of space left. How do I get it to complete syncing? is seems stuck
