I want to download programs to my user account on my laptop without the other peoples accounts having access to it. How do you specify only to download to this account, or change the settings of past installed programs to only be accessible to my account and not the others

As I explained before, you put it in your user accounts application folder (~/applications) not in the main applications folder.

In your user account make an applications folder (unless one already exists) and put the app there.
You have a Downloads folder in your Home folder. Open Safari's General preferences. At the bottom where you set a Download folder be sure to change the location to your Download folder.
I think he just wants to change the location for the download, not the application itself. Or did I read it wrong?

Yes, im sorry it was unclear. I want apps that I downloaded from the internet, not Mac apps to be only ran on my account on the laptop

As Csound1 has already pointed out create a folder in your Home folder for only those applications that you want exclusive access to like this one in my Home folder:
For those application that have an installer, you'll need to install and then move the app from the Applications folder to your own app folder.
