Q: PDF file

I have a PDF file that is 1.5mb,  I need to get it under 1.0m but when I export in Pages and select reduce file size, the file is too small and the text is slightly blurry.  can I control how much the file is reduced by

iMac, iOS 7.1.2

    Reduce the DPI and size of the images before they are placed in your Pages document. Evaluate the effect of this on the exported PDF size. Choose File > Reduce File Size on your Pages document before export to PDF. Determine if your PDF looks good enough at the better setting than the best quality, as this will also govern PDF size.
