iPhone, iPad, iPod touch: Device not recognized in iTunes for PC

My iPad is no longer recognized in iTunes. This for a PC. Occurs even when connected by cable. WiFi sync was stopped and then this started.

iPad Mini, iOS 8.2, PC Computer
