Why is my location showing me in the wrong city?

While using location based apps at home, sometimes it'll list me as being in Apopka when my actual city is Tampa. It's quite annoying when you're trying to use community based apps and you're not even in the right city. It'll sometimes adjust back to normal if I open up Maps or Waze but once my phone is idle for a bit, it'll go back to the same shenanigans. Is it a home WiFi issue or something wrong with the location services on my phone? I've tried turning off the location services, turning off WiFi, and turning off my phone in hopes of resetting whatever is the issue but it still occurs. Quite frustrating to say the least.
