Cant synchronize Contacts with Outlook Contacts

I have updated my PC Outlook Contacts.

I tried the straight forward Synch, Restore from computer, but no joy.

Under Info, Advanced there is no Contacts.

On top it says contacts will be synched with iCloud.

Any halp?
