How do I change i cloud accounts on my i phone 5 if the previous owner is still connected to it but is unreachable?

You cannot. You have hit Activation Lock, and it can only be opened with the original owners Password. If you cannot contact him, or get a refund, then the phone is of no use to you. Apple will not unlock it for you.
