can't completely reset 5c

ok I've reset the password to the phone because it was locked with someones else password s o i did the hold the home button thing down and estoredhone but now its telling me it still connected to the old owners c

accout to call the to releases then phone.... And theres my problem i don't know the old oner of the phone !!PLEASE HELP!!!!!!!!!!!!!!!!!!!!!!!
