I want Siri ONLY when I have pushed the little button on the keyboard to start dictation. I want to turn off all other uses of Siri. How do I do that?
I hate surprises, I hate it when this phone goes rogue and does things I didn't ask for (either Siri or touch screen goes wild in my pocket).

I want Siri OFF for everything else.
I know the all-or-nothing answer, I'm asking for the split-the-difference answer.

There is no "slit the difference" answer. Siri is either on or off. You can offer feedback to Apple through the contact us link at the bottom of the page to request this option in future releases.

Settings > General > Siri to Off.
Dictation (the little microphone) is not Siri and Siri is not dication.
With Siri Off (per above), dictation works just fine.
On my phone, it doesn't work that way. When I do Settings > General > Siri to Off, then the microphone disappears from the keyboard, and I can't dictate.
So let me reframe the question in your frame of reference. Is there a way to turn off Siri (the "intelligent" voice commands etc) and leave voice dictation on? "Settings > General > Siri to Off" is not it.
There is no other way to enable it. Make an appt with Apple and have your iPhone checked out.
The microphone stays on when Siri is Off just fine on my 5S.
I Just did some checking on my phone too, 5S with iOS 8.2, and I was able to turn Siri off and dictate a one in the notes app. I see that you are still on iOS 7. I don't think there would be any difference with the updated iOS versions but it may be something to consider.
