I Was trying to delete an app. When i pressed the x in the corner the app and several apps next to it began to flash on and off. The only way i could stop it was to completely shut down the ipad and restart?

DId you try deleting it again once the iPad restarted?
Try a soft reset first, holding down the home & sleep/wake buttons until the Apple logo appears, then let go & let the iPad boot up normally.
Try deleting the app again. If that doesn't work open Settings->General->Usage. Under Storage select Manage Storage. Scroll down the list until you find the app you want to delete. Tap it & select delete.
If neither of those work try Resetting All Settings
General->Reset->Reset All Settings.
If you are still unable to delete the app or if the iPad continues to shut down while trying to do so, then I would try doing a restore using iTunes:
